Access Rights are assigned to Roles or Users in the Security Editor.  It is generally best to assign access rights to Roles rather than Users, as Users may come and go in an organization, but their replacement will often need access to the same rights.  If Access Rights are assigned to a User, then the rights must be recreated for each User with the same needs.  If access rights are assigned to a Role, only the Role needs to be assigned to each User.
